There is a (potential) problem with a lot of the belligerence-inflating reporting about various online-attacks, which has for long existed but but recent years increased.

You will see some report about "attackers from [State X] broke into [some place] and [did some bad thing]" which MAY be true, buuut, you should always keep in mind that the absolutely first step of any online attacker is to go through several systems such as proxies, VPNs, hacked computers, etc while ensuring that those systems are in State vs State opponent "jurisdictions", so that they will have the most possible difficulty tracing the attacker from the attacked system to the actual original source.

Let's sat some person, let's say of the fictitious name "Donald", decided to attack the White House of the USA and that person just for example was located in Alaska, then the first step would be to first bounce the actual attack, whatever it may be, first to some place USA does not cooperate much with, let's say hmmm, Iran, then from there to where Iran does not cooperate much with, let's say U.K., then from there to for example Russia and so on and so on as many times as possible until they get to the actual target.
