Remember about six months ago when everyone was debating what "dictator" means, whether he'd be one, how silly the whole thing is, yada yada?
This is what it means. He's ruling by fiat. He says it, they do it. He signs it, it becomes law. He's bypassing the entire government structure. That's what dictators do.
I hope a few of those who had downplayed all this are starting to feel sick to their stomachs--moreso than the rest of us already are.
