Overwhelming evidence exists in the historical record that repeatedly, the Congress and courts have pointed out what the Constitution says, which is that Congress appropriates money to implement policy, and the executive branch is responsible for executing the policy that Congress has established. We don’t have a king with independent control over the purse.
