"The Nazis demanded that Germans report on one another for even vaguely seditious comments - which they duly did in vast numbers. But... only 24 percent made their denunciations for ideological reasons -- most did so to get back at their neighbors and colleagues they didn't like or whose homes or jobs they coveted."
