Hibernation requires a physical storage area equal to the size of RAM. In #Linux, this is the swap partition. Partitioning happens before an OS is installed. Gimmicky ways exist to repartition storage on an installed system that are inherently risky and cannot work in all situations.

I don't know what Windows does that it calls hibernation. Hardware vendors and their BIOSes often enable only the specific types of suspend Windows enables.
