Glancing through Twitter the day after, I found lots of theories:

• German newspapers, professors of fascism and neo-nazis are certain it was a Nazi salute
• A claim that, in the context of what Mr. Musk was saying, it was a gesture meaning "from the heart"
• It was the "Roman Salute"
• A claim that autistic people make odd gestures
