Please stop equating/blaming cognitive disability/mental health issues with bigotry.
Some bigots are disabled. This does not mean disability caused their bigotry.
Bigotry is never about being unable to be good, it's always the unwillingness to do so. Blaming cognitive incapacity as the reason for bigotry is to say (1) it's not a choice and (2) being cognitively disabled can make you a bad person, which is oppressive to disabled people.
Bigotry is always the choice of the bigot.
