@ifixcoinops this all sounds similar to Secure Scuttlebutt https://ssbc.github.io/ssb-db/

The current limitations of phones (Can iOS run a server process on a public address?) and carrier networks (I.e. CGNAT) make it hard to do strictly on mobile, but all the pieces have been there for ages.
