There are ways to bring the cost of a "relay" down dramatically and it also would be possible to distribute such a thing in a system with centralized trust... maybe even decentralized trust.
I am not convinced that this is true. Fortunately, anyone can easily prove me wrong by building what you describe and showing that it provides useful service at scale.
