@justyourluck Having worked for the federal government for about a year and a half, I now have a far better and more visceral understanding of three things:

1. politics continuously interferes with federal agencies' ability to do the right thing;

2. it's illegal for agencies to spend money on things Congress doesn't authorize them to spend money on; and

3. it's impossible for agencies to get people to do things they don't want to do unless Congress passes a law making it illegal for them not to.
