Putin has had his attention and armed forces tied up in Ukraine for a while now.

I'd even consider Netanyahu as a third contender, but he's mired Gaza + Syria + Lebanon etc.

Xi Jinping is solely and uniquely positioned to profit from the fall of the U.S. The communist Chinese state is not our friend or ally.
