I know the RNZ story about bots & whatnot is from a political reporter, and also that what is true right now is not necessarily what was true when the site was having problems. Anyway, regarding the suggestion their site has no protection from DDoS. A DNS lookup for www.parliament.nz has it on 185.139.243.230 which is an IP address being advertised from AS48851 by Radware, an Israeli DDoS Protection company. So, yeah, maybe they're terrible at it, or maybe it was just lots of submitters?
