@breadandcircuses well not a new great idea. This exactly describing the approach of most western governments (including the UK), that have said they have that target.

I can remember in DECC (I left in 2015) when they ran some optimising models that only stopped making new ICE cars in 2040, on the bias that the life of a car was 10 years.

We're a little better than that now, but not bymuch. Of course what it ignores is that CO2 emissions cumilate, so the path is just as important as the end point.

We do need realism in targets - we can't do everything at once - so with heat pumps starting with new housing first makes sense, we don't have the capacity immediately to switch over from gas for heating. But not having a target to stop replacing existing gas boilers, which is where we seem to be now, is inexcusable.
