It seems that the cellulose in 'paper' tea bags can be lined with polyethylene. The bag can also be heat sealed with heat-sealing agents and have adhesives that keep it in shape.
It seems that Lipton bags are mostly cotton and cellulose with small amounts of polypropylene or polyester fibers for strength.
