@chiasm The situation is a "dilemma drama" for the oppressors. If they arrest, the activists get increased visibility and get to run a media campaign of "I was arrested just for using the bathroom".
And if the oppressors do NOT arrest, it demonstrates that more people should feel free to disobey the law.
The British made the latter choice with Gandhi's Salt March - they let him make salt and didn't arrest him, which then opened the floodgates of EVERYBODY breaking the law and making salt.
