Well it depends a bit on how long the blackout lasts and how much of the world is affected. This was looking at a blackout in a single country for a few weeks to a month. If this would be regional or even global and take longer, the banks would also collapse at some point. However, probably as one of the later things, as they essentially just have to make a backup of their database somewhere and wait until the power goes back on.
