@octavinavarro @yora think I read a post mortem of a dev somewhere that was partly because they were overambitious and had to shrink story & quests it to make it to the end.
On the other side: you need to build a big city to make that cp feeling work, even if it's not fully used.
Wouldn't feel like a big futuristic city when there was just one Mega building. Even if you only enter two throughout the game...
And at least its not artificially 'filled' as most Ubisoft Open Worlds.
