Some parts of international routing are in fact, international politics. Who you partner with for BGP is negotiated in person. Automating that, as this plan does, automates pissing off your domestic allies, when the system screws it up. Especially with current wiretap systems in place (e.g. ASIO-CIA co-operation).
Mass-scale attacks, like the recent Cloudflare one, can cause the ML system to fail, and adapt to reward the attacker, instead of protecting.
