@FlockOfCats our warning levels are a bit strange here. it doesn't really fit into the 注意報・警報 level system so I'll compare them to the 1-5 scale or キキクル scale instead
↓ Advice ("this exists, pay attention", either a 注意報 or level 2)
↓ Watch & Act (way more serious, typically always a precursor to an Emergency level, evacuate at/by this level, so a level 4)
↓ Emergency (Level 5 "too late to leave"/impossible to evacuate. "Shelter in place" is the official advice, aka "good luck" lmao)
