[#]Chatkontrolle Neu ist eine Evaluationsklausel. Die vorsieht das nach 3 Jahren evaluiert werden soll ob es technisch und juristische eine Möglichkeiten zum verpflichtenden scannen gibt.
Weiter bleibt die Altersverifikation sowie blocking Orders und delisting in Suchmaschinen.
Der Entwurf ist eine enorme Verbesserung zu allem was wir bisher gesehen haben. ABER das framing bleibt nach wie vor problematisch. Technische Lösung ersetzen keine Prävention. 4/x

[#]Chatkontrolle Die Lösung soll jetzt also sein eine juristisch eher fragwürdige Zwischelösung sein die Permanent gemacht wird. Wie freiwillig das Scannen tatsächlich ist bleibt fragwürdig.
Denn das scannen wird weiterhin als Maßnahme zur Risiko Minimierung angeführt. Hier stellt sich nach wie vor die Frage, in wie fern verschlüsselte Dienste ausreichend ihr Risiko minimieren können ohne scannen zu müssen 3/x

[#]Chatkontrolle Das verpflichtende Scannen (Art.7-11) wurde vollständig geschlossen. Klingt erstmal gut aber er gibt noch mehr Änderung.
Im Hinblick auf Scannen wurde die Interime Derogation fast 1-zu-1 kopiert.
Diese derogation erlaubt scannen in Kommunikation obwohl das nach DSGVO und andere EU Rechtsprechung eigentlich nicht zu lässig ist. 2/x

[#]Chatkontrolle #E2EE Verschlüsselung ist ein wichtiges Tool um sich als Zivilgesellschaft zu organisieren. Zusammen für die Demokratie einstehen braucht sichere Räume um sich auszutauschen ganz ohne Angst zu haben, dass ungewünschte Dritte mitlesen.

Europol Chefin behauptet, dass Zugang zur verschlüsselter Kommunikation notwendig sei um die Demokratie zu schützen.
