@freya “Prisoner’s Dilemma” has been running through my head for a while now. Civil disobedience can stop them, but only if the resistance is large enough, otherwise resisters are liable to be retaliated against; and people are too afraid to resist them because the resistance isn’t large enough, so it doesn’t get large enough. Catch-22.
