@antlerboy A lot of local authority services have been outsourced/privatised, way more than in Whitehall (presumably this is harder due to complexity and security requirements). Particularly "boots on the ground" work such as building and roads maintenance..
I don't think its helped much, I was driving in Reading earlier today and had to dodge the same (big) potholes that were around last month when I was there..
