Along with the human resources department (OPM), the property manager (GSA), the on-site software team spun out of the effort to salvage healthcare.gov that has since solved a very boring list of intractable bureaucratic problems (USDS), that gives Musk and his co-president an essentially unlimited capacity for corruption.
