In 1920, the Kapp Putsch, a coup against the German government quickly failed in the face of a general strike and widespread noncooperation by civil servants. There are other examples of civil servants using various tactics to defend democratic institutions.
That kind of aggressive noncooperation is the first line of defense against what right now feels like a Trumpist coup. That's why I think officials should not resign in protest, but resist until physically removed.
Protests in the streets or mass strikes might provide social proof and help federal employees feel empowered to take action. I hate to say this should have been organized months ago, but I guess the second best time to start is now.
