CA contributes far more in taxes than the benefits it receives (as do most blue states), but there's no way to leverage that. Meanwhile, the feds can easily attach conditions to things like FEMA funding or other funds as leverage over the states.
Here's an idea:
Right now, my accountant literally takes my money and then pays the feds. So, let's say we had a CA "Tax Payment Service" where all CA Tax Payers could make their payments. The funds would be held, earning interest, until the day the taxes were due, when it would be transfered directly to the IRS
Stay with me here....
So, at any given time, there would literally be billions of dollars sitting there. If the feds decided that they wanted to do something like stop FEMA payments until we ban trans people, then we could just withhold payment of billions of dollars. Sure, there might be fines, but I think the ability of the CA Gov to be able to shut down a multi-billion dollar pipeline would be a powerful political tool
