When I started the Kestrel novels with CHANGER, I really just made up the framework for the series as I went. I’m writing the first book in a new series right now and have gone about it the other way, with some series-related planning up front, and what I’ve learned is that I prefer it the other way. It’s more haphazard and needs more retrofitting work later, but it’s less cumbersome. Turns out I have a lot more tolerance for obstacles during the edit than when writing the draft.
