Dear @TheWarOnCars: In your recent congestion charge episode, you had a vox pop say that New York was the first city in "the western hemisphere" to add congestion pricing.
While part of London is in the Eastern Hemisphere, the congestion zone is entirely to the west of Greenwich observatory.
