Straightforward, self-promotional posts shared publicly on the local (and hence others' Federated) timelines are not something we see as actionable in a content moderation sense. In order for us to act on a report of "spam", additional attributes have to be apparent in the content. Such as:

• very high posting frequency that dominates the local timeline
• naming other users in promo posts
• using unrelated or broadly used hashtags that have different common usage
• replying with promo info
