I can say from personal experience that I find this 100% true. I was in SF and trying to cross Market where Kearney and Geary intersect. The robotaxi was trying to turn (I recall it was a left onto Kearny) but was confused by the lights and multiple crosswalks, and eventually drove through the intersection even though there were pedestrians, including me, in the crosswalk. Damn thing just missed us.
