This is, in one clear example, the problem with Labour's attempt to be a competent manager of the current mess without being too radical. There is no way to simply patch up the damage caused by 14 years of Tory vandalism - radical change is the only way things are going to get fixed.
They're also blaming things on "failures" of the previous Tory governments. The destruction of public sector capabilities and trust under the Tories was no failure or accident.
