My first easy prediction because it is starting already. Institutional investors are buying homes destroyed by climate events for bottom dollar in "as-is" conditions.
Managed retreat may become a policy of necessity instead of pro-activity, but only after the big money investors have grabbed up all the house for pennies, then allow govt to reclaim them at some falsified market rate.
