Dlaczego Fedi działa na ActivityPub a nie wykorzystuje XMPP?

Przecież jest XEP https://xmpp.org/extensions/xep-0277.html, który bazuje na XEP-0060: Publish-Subscribe i używa go min. Movim https://movim.eu który jest takim Mastodonem tylko na protokole XMPP.

Co historycznie sprawiło, że to poszło w tą stronę?
