'“more than 20” of the 911,000 signatures were from now-deceased Floridians.'

So, like, 0.002% of the signatures, collected over months, are by people who are "now-deceased". But 0.8% of the population of FL dies every year. 0.002% sounds, like, kinda low-normal to me.
