Two answers for both parts of the probability times damage risk equation:
- The defense in depth strategy, where implemented, /has/ worked adequately in all cases so far.
- The large uninhabitable area is a wildly exaggerated myth. Even Chornobyl 4 (no d.i.d.) is rather far down the list of the most harmful industrial accidents, and is now mostly a nature preserve. Even if you don't bother to clean up, both »1000 sq. m.« and »10000 y« is wrong by orders of magnitude.
