Fact of the day: According to the Office for National Statistics, since 1999 the local government workforce has fallen by 27 per cent from 2.7 million to 2 million. The central government workforce has increased by 72 per cent from 2.3 million to 4 million.

@antlerboy A lot of local authority services have been outsourced/privatised, way more than in Whitehall (presumably this is harder due to complexity and security requirements). Particularly "boots on the ground" work such as building and roads maintenance..
I don't think its helped much, I was driving in Reading earlier today and had to dodge the same (big) potholes that were around last month when I was there..

@vfrmedia yes it may actually be a part of the picture though between 2010/11 and 2018/19, the proportion of local authority spending on outsourced waste services remained significant, though it saw a slight decline from 46% to 42% - but central government outsources massively too, mainly to 'strategic suppliers' - the top seven over £1bn each.
Main shift is (a) "Brexit" massively increasing bureaucracy and (b) 'austerity' on local government - and now increased centralisation too.
