I see problems with that plan.

The Russia sanctions in the past years are probably the most strict sanctions in modern times. Theoretically and the level of practical enforcement.

It hasn't stopped crazy Putin.

And last but not least, for effective sanctions you need partners that also enforce the same sanctions.

Donny the wee don't need stinking partners and allies is the perfect guy to implement such a plan.
