Another late night new-to-me @eleventy discovery:

JavaScript templates (e.g. some-page.11ty.js) can have layouts! I couldn’t find this in the documentation, but it works.

Using a JavaScript class, set a layout key and value on the returned object from the data() function. The return value from the render() method is exposed as content to the defined layout.
