Obviously Putin doesn't fear a nuclear exchange. And given how many of Putin's redlines have been broken, he doesn't intend to launch his either.

Putin is a petty criminal and bully. He sneaks around looking for opportunities and east targets. He become bolder and bolder with each small victory. His engineered election of the useful idiot in the U.S. has embolden him.

@TCatInReality @kcarruthers declaring war is a political action, engaging certain behaviour and actions. What would you expect from such a declaration?

I strongly recommend reading the "2020 Commission report" from Jeffrey Lewis. Then transpose to Russia. Really quickly applicable and written by an expert.

The fictional "Commission Report"? Yeah, not sure that's anything more than one potential scenario.

As for declarations of war. I'm not proposing that NATO do it. I said NATO needs to recognise that Putin has declared (in practice, but not word) war.
