Thanks to help from @europlus I now have a virtual PDF printer set up and working on my #GlobalTalk node!
Using the Chooser, select the LaserWriter driver and the "GlobalTalk PDF Printer" printer. Print as you would normally. Then, connect to the new "GlobalTalk Print Jobs" share to see your print job show up as a PDF file!

@europlus You should only be able to see the "GlobalTalk PDF Printer" - the other one's supposed to be invisible to GlobalTalk, so things look correct from your AIR machine.
I'm not sure what's up with your other machine. Can you see my file shares there (both the NAS and the pi?) I tried a Mac OS 9 VM as well, to match your first screenshot, and that also worked for me.

@smallsco Yes, I see the shares. I’ve switched away from Ethernet for AppleTalk, and then back, still no dice. Who’s There doesn’t show any printers.
I see printers on other zones.

@europlus That's utterly bizarre and I can't explain it.
I've confirmed that the Pi and NAS can both see each other, and the rest of the network. My AIR VM, and another VM on the same machine can see everything, as can my IIfx.
It's weird that you can see the shares (including the one on the Pi), but not the printer, and that it's only happening on one system.
