As Trump makes ever more aggressive plans to annex random countries, I'm reminded of Bruce Sterling's Distraction where the US declared war on the Netherlands. But promptly surrenders on first contact between their navies. The then make the Netherlands take control of the US and implement climate fixes.

If we could go back in time to the early 17th century when the Netherlands had the most powerful navy in Europe (and maybe the world) and wooden ships felled forests but didn’t burn coal or oil
