I was really surprised last night when I stepped outside, long after dark, to find that it was still quite bright outside.

I am assuming that the low cloud deck and snow on the ground were both reflecting all of the city lights?

Normally the street Is so dark that I can just barely make out the silhouette of the tree on the left.

@Judeau Yeah, that's almost certainly what was happening. The effect is even more noticeable when the cloud is low enough to be a ground-level mist.
