The TPB approaches Te Tiriti as though it was a conquest/submission document, where Maori were begrudgingly given a few minor concessions as the British swooped in and took over. This is fiction; the Crown only has the rights the Treaty gave them.
Consistent with imagining te Tiriti as a surrender document, the bill was prepared without any reference to Maori.
Also consistent with this, the bill's authors look at decades of redress and reparation and say Less Than Enough is Too Much.
