The UKHSA makes the decision as to eligibility and who gets what vaccine.

They generally follow the advice from the JCVI (the same people who underestimate the value of the Covid Vaccines).

For this Winter advice was given in Sept 2023:

There seems to be lots of consideration of which vaccine to give to which group but no research into whether we are targeting everyone who could benefit.
