Couldn’t the C++ standard library be handled by a separate group?

This way the committee only make evolutions to the language, that the library can use.

And we could probably make evolutions on each version of the library so that a functionality of lib23 can be backported to lib20?

• if you get the necessary backing from the compiler implementers such that you have access to the required compiler intrinsics' documentation that drive those parts of the standard library that you can't implement by pure language features.

@lexplt You can't standardize implementation specifics, they're completely outside of standards. Every implementer would strongly object to any attempt to change that because it would eventually impose prescriptions of unchangeable ABI that affect their inner compiler design.
