But of course, there is still hope. It can come from the EU (and Britain):
First, Europe is still a large trade partner. Like the GDPR is de facto changing how non-EU companies work, the optimist in me says that climate action can also be exported to some extent via the Brussels effect. It's not enough but it'd be stupid not to use that card.
The second point is (if possible) even darker and I'm not even an armchair general, but maybe the French and British nuclear stockpiles would benefit from more tactical capabilities to offer a threat of a graduated, more ambiguous (and hence more readily available to NATO) response. Maybe.
