There's two very good examples of this: California's net neutrality law and NY state's broadband affordability law.

They boxed the deregulatory feds in. Since the FCC said it had no authority over broadband, the states moved in and won at the appeals level in two circuits. ISPs now hoping the Supreme Court frees them from any oversight, but their argument is full of holes.

The one thing I'd add is that states that do this need very smart lawyering

@pluralistic Love it. I know, why don't they do more of this. Illinois does actually have billboards at the state line with Missouri, touting their abortion clinics.
