I think the reality is a little more complex when it comes to what exactly that means, but that's almost entirely theoretical as most of the time when someone (especially a non-Jew) says something anti-Zionist, they're also saying something antisemitic at the same time.

The edge cases do exist, but they're so rare as to be statistical anomalies at this point.
