In my adventures of constantly poking at computer networking I don't understand, I've finally gotten some of the things to work properly.
So now I have a Tailscale VPN setup between all of my devices I can put it on. Along with that, I got a PiHole to be the exit node, completely bypassing Comcast's draconian 'you can't control your modem/router/DNS' rules. If I put an external VPN on top of this, I get to escape their grasp entirely~
This comes with the perk that I now have a working PiHole for my phone even away from home! It also comes with the curse that I've put Tailscale's and PiHole's names together and that's just going to be the exit node name forever now.

@Melody I have been thinking about making a PiHole on Tailscale for all my devices too, how's it working out so far? (Although I'd probably not use it as an exit node for latency/throughput reasons, just for DNS)

The latency has been very acceptable so far even as an exit node, especially since any time lost on that is more than made up for by the lack of ads loading.
Honestly the only issue I've had so far is little power hiccups to the computer that's running the pihole, but hopefully I fixed that today by putting it on its own power brick.
