People in the Japanese civil service think that design is just aesthetics and think that it's not important in government.

It was only in 2017 that service design thinking was introduced. #DSDay24

A word from their head of design: Just saying we will improve user experience is not enough. They need to create that mindset in government and change how government works. Including designers in teams won't be enough to create the change.

They try to understand why departments make the change in their way, and a user friendly approach does not change their way of doing things. #DSDay24

Design was not seen as a tool for improving user experience.

Do the Japan Digital Agency was set up in 2021. Before, digital service work was outsourced.

So the agency started to hire in house designers, product people, accessibility specialists, etc. And they become actively involved in the digital transformation of Japan. #DSDay24

A survey of other countries showed what value they get from a design system and it showed how people value how it saves them time and makes them consider accessibility. #DSDay24

Most people reacted to design as if it was an alien force invading their world. It seemed people's perception was affected by their understanding of design.

They set up a Design kindergarten to help people see the value of the design but with no homework! 'Why not give it a try'. #DSDay24

Digital services must be positive and engaging. They must have a focus on continuous development. They can't follow a waterfall approach. The design system is a critical pillar to achieve these goals.

They must always keep in mind that the citizens are the primary users of the services but civil servants are also users. #DSDay24

There are three Cs for effective use of design in government. The most important is Courage because people need to be willing to share their struggles and mistakes which is difficult in Japanese culture.

For Creatively, the 20th century methods were not enough. They hope by systemising design, it will encourage new types of creativity. #DSDay24
