In itself its just yet another stupid monetization idea, however the nonchalant approach to licensing is infuriating.
They have no idea what they are talking about, forking a project does not let you change the license and copyright of anything.
This is also completely orthogonal to the opensource philosopy. This kind of mentality needs to go and they should be ashamed of themselves.

The name of the profile that reached out to me is "RepoMarket" and they do have a website in which they claim a few project are working with them. I hidden the name to avoid making to much publicity to them in the unlikely case that anyone would actually be interested by this.
